ARTICLE 04: WORKING PRINCIPLES OF THE FEDERATION

The Federation executes its work by observing the following basic principles.

    c) Does not discriminate between race, language, belief, political opinion, gender, respects any idea.
    d) Defends and respects national and moral values, and advocates for human rights and universal values.

    g) No political party operates regardless of opinion and thought.

FEDERATION ACTIVITY

The Federation operates in the country and abroad.

ARTICLE 05: FEDERATION MEMBERSHIP, EXIT AND EXIT, MEMBERSHIP

E) Leaving membership : Delegates who are members of the Board of Directors, Auditors and Honors the delegates from their substitute members shall continue their duties in case of separation. However, if the substitute members are inadequate or if they do not accept the duty, they will continue until the general assembly is held. If more than one half of the members of the Board of Directors, Supervisory and Honorary Board (including reserves) resign, Extraordinary General Assembly must be held.

ITEM. 06: ORGANS OF THE FEDERATION

The organs of the Federation are;

    a) General Assembly
    b) Board of Directors
    c) Supervisory Board

A-FORM:

The General Assembly is the most competent body of the federation. It meets once a year in MAY.

a -) FORMATION


It consists of delegates elected by the General Assembly of the member associations. Each member association Member (5) principal and (5) (substitute is represented. b -) EXTRAORDINARY GENERAL ASSEMBLY :


The General Assembly shall convene in an extraordinary manner when the Board of Directors or the Board of Auditors deems it necessary or upon the written request of 1/5 of the delegates. Despite the written request of the Supervisory Board or 1/5 of the delegates, if the meeting is not called within 30 days of the General Assembly, the Board of Directors, the relevant provisions of the Associations Act shall be applied.


B- MEETING PLACE:


The General Assembly shall be held in a place where the Federation center is located or in a City or County where the member associations are located.

C-CALL METHOD:


The Board of Directors organizes the list of delegates who are entitled to attend the General Assembly according to the Federation Regulations. Delegates who are entitled to attend the General Assembly are called to the meeting at least fifteen days in advance by presenting the date, time, place and agenda in a newspaper or in writing or by e-mail in return for signature. If the meeting cannot be held due to the lack of majority in this call, the day, hour and place of the second meeting will be stated. The period between the first meeting and the second meeting cannot be less than seven days and not more than sixty days. If the meeting is postponed for any other reason than the reason of not being able to obtain a majority, this situation shall be announced to the delegates in accordance with the call for the first meeting by specifying the reasons for postponement. The second meeting must be held no later than six months after the date of withdrawal. Delegates are called to the second meeting according to the principles mentioned in the first paragraph. The General Assembly meeting that is decided to be made shall not be postponed more than once.


D- MEETING QUANTITY:


The General Assembly convenes with the participation of more than half of the total number of delegates. If there is no sufficient majority in the first meeting, the second meeting is held by the delegates. However, if the number of delegates attending this meeting is less than twice the number of principal members of the Board of Directors, the General Assembly meeting cannot be held.

E-MEETING METHOD:

The list of delegates who have the right to attend the General Assembly is available at the meeting place. Identity cards issued by official authorities of the delegates who will enter the meeting place, as well as the ID cards issued by the Federation are checked by the members of the Board of Directors or by the officers to be appointed by the Board of Directors. Delegates sign their names in the list of the Board of Directors. Delegates who do not show identification documents, who do not sign the specified list and who do not have the right to attend the General Assembly are not accepted to the meeting place. These individuals can follow the General Assembly meeting in a separate and appropriate section provided that they do not prevent the release of the General Assembly and not interfere with the delegates. If a sufficient number of meetings is met, the meeting shall be determined by a minute and the meeting shall be opened by the Board of Directors Chairman or one of the Board of Directors members to be appointed. If the quorum is not met, a minutes of the Board of Directors shall be issued. In case of appointment of a trustee to the court or the appointment of a member in accordance with the second paragraph of Article 75 of the Civil Code, the duties given to the Board of Directors in this article shall be fulfilled by such persons.



F- TOPICS IN THE MEETING
:

In the Federation General Assembly, only the items on the agenda are discussed. However, at least 1/10 of the delegates present at the meeting should be consulted in writing before the General Assembly agenda.

G-DUTIES AND POWERS OF THE GENERAL ASSEMBLY:

The following works are discussed and resolved by the General Assembly.

    a) Selecting Federation bodies. (Management, Audit, etc.)
    b) Changing Federation Regulations.
    c) Review the study reports of organs selected by the Federation General Assembly, Evaluate, decide on reports.
    d) Accept the budget and squad schedules by discussing or changing them.
    e) The authority on the Board of Directors to purchase immovable property on behalf of the Federation, to sell the property, to establish the same rights on the behalf of the federation. The Board of Directors is authorized to sell, rent, or establish rights in the same rights.
    f) To operate with the same purpose institutions and organizations abroad by obtaining the necessary permission from the competent authorities in accordance with the law in cases where it is beneficial to cooperate with the international organizations by fulfilling the necessary legal requirements. or Deciding to join or leave the organizations located abroad.
    g) Review and decide on the objections of member associations and executives expelled from the federation.
    h) Doing other tasks specified in the Regulations with the general provisions written in the Associations Act.
    j) To decide on the termination of the Federation, how and where to make the liquidation of goods in case of termination, to appoint the officers of the Liquidation Committee.
    k) To authorize the Board of Directors to join the Federation in confederations.
    H) DECISION MAKING AND VOTING IN THE GENERAL ASSEMBLY:

At the general assembly, unless otherwise agreed, voting is open. In the open voting, the method specified by the chairman of the general assembly shall be applied. In case of secret voting, papers or ballot papers sealed by the chairman of the meeting shall be cast into a empty container after being made by the members and after the expiry of the voting, the statement shall be cast and the result shall be determined.

The decisions of the General Assembly shall be taken by the absolute majority of the members attending the meeting. However, amendments to the bylaws and dissolution of the association can only be taken by a two-thirds majority of the members attending the meeting.

ARTICLE. 07: BOARD OF DIRECTORS

A- ORGANIZATION:

The Board of Directors is the decision and executive body of the Federation.     g) To authorize committees, committees, committees, establish and remove committees, and to delegate one or more of the members' associations or members of associations.
    h) To prepare and enforce internal directives concerning the internal functioning of the Federation and in particular the functioning of the committees and committees it will establish.

    i) To participate in the General Assembly meetings of member associations representing the Federation.

C- COLLECTION OF THE BOARD OF DIRECTORS:

The Board of Directors convenes upon the call of the Chairman to discuss the issues on the agenda. The Secretary General prepares the meeting agenda. The issues that at least five members want to be discussed are also included in the agenda. The President may invite the Board of Directors to an extraordinary meeting. Board of Directors meetings are held with the participation of more than half of the members. Decisions are taken by absolute majority. In the case of equality of votes in the Board of Directors, it shall be deemed to have been decided upon by the opinion of the party where the chairman is. The vacant Board of Directors membership is immediately completed with the substitute member according to the ranking. Board of Directors membership of the member who does not attend the meeting of three ordinary and extraordinary management committees in a row, falls outside the Board of Directors member and decides that the membership falls.

ITEM. 08: GENERAL PRESIDENT

President; The Federation as a whole represents in every matter. The Chairman is also responsible for the Board of Directors' members at the first degree of all kinds of transactions and transactions of the federation. The Board presides over the Board of Directors and is authorized to make all kinds of statements, statements, statements and press conferences for the purposes of the federation. ARTICLE .9: GENERAL ASSISTANT

ITEM. 10: GENERAL SECRETARY

The Secretary-General shall ensure that all affairs of the federation are carried out, the organization of the federation and its relations with democratic mass organizations and coordination. In the absence of the Vice-Chairpersons, the Secretary-General shall act as the Vice-Chairperson and shall exercise his / her powers.

ITEM11: GENERAL COUNTER

The General Accountant executes the financial transactions of the Federation and ensures that the accounts are kept. It prepares projects on financial issues and ensures that the accounts are kept in a proper and timely manner.

ITEM. 12: AUDIT COMMITTEE

The Supervisory Board consists of three principal and three alternate members among the delegates of the Federation. It is elected by the General Assembly of the Federation. At most one delegate from an association is assigned. The Supervisory Board oversees the budget implementation and expenditures of the Board of Directors. The Board of Auditors meets at least every 6 months. It examines the Federation accounts and related books and warns the Board of Directors for any deficiencies.

ITEM .13: INTERNAL AUDIT

Internal audit is essential in the Federation. Supervision by other bodies or external controls does not abolish the authority and obligation of the supervisory board to conduct audits. ITEM14: REGISTERS AND REGISTERS

In the association, books are listed below.

a) The books to be kept on the basis of the business account and the principles to be followed are as follows:

2- Member Registry: The identity information of the members who are registered as members of the association and their entry and exit dates are recorded in this book. The amount of entry and annual fees paid by members can be processed in this book.

3- Document Registry: Incoming and outgoing documents are saved in this book with date and sequence number. The original copies of incoming documents and outgoing documents are filed. Incoming or outgoing documents are sent by e-mail.

4- Operational Account Book: Revenues received and income on behalf of the association are clearly and regularly recorded in this book.

5- Receipt Document Registry: The serial and sequence numbers of the receipt documents, the names, surnames and signatures of the recipients of these documents and the dates they received and returned are recorded in this book.

6- Fixture Book: The date of purchase of the fixtures belonging to the association and the places where they are used or given and the ones whose periods of use have been withdrawn are recorded in this book.

Receipt of the Receipt Document and the Asset Book are not mandatory.

b) The books to be kept on the balance sheet and the principles to be followed are as follows:

The books registered in sub-paragraphs 1, 2 and 3 of paragraph 1- (a) are also kept in the case of books kept on a balance sheet basis.

2 - Journal and Large Book: The manner in which these books are kept by the procedure is made according to the principles of the Tax Procedural Code and the General Communiqués of the Accounting System Implementation published pursuant to the authorization given to the Ministry of Finance by this Law.

ITEM. 15 FEDERATION REGULATIONS REPLACEMENT METHOD < / h3>

The authority to decide on the amendment to the Statute belongs to the General Assembly. The General Assembly convenes with the participation of at least 2/3 of the delegates who are entitled to participate in the amendment. ITEM. 16: REPRESENTATIONS

The Federation may establish representative offices or liaison offices where it deems it necessary, without having the character of any legal body. Control of the representative and liaison offices belongs to the federation Board of Directors and the Supervisory Board.

ITEM. 17: REVENUES

The revenues of the Federation;

    a) Dues and participation fees that members will pay.
    b) Any donations and aids.

ITEM. 18: BORROWING PROCEDURES

The Federation may borrow in accordance with the Board of Directors decision if it is needed to achieve its purpose and to carry out its activities. This borrowing can be made in cash as well as in purchasing goods and services with credit. However, this borrowing cannot be made in amounts that cannot be met by the Federation's income sources and in such a way as to make the Federation difficult to pay.

ARTICLE 19: Receipts and Expenditures strong>

ARTICLE. 20: HELP FROM INTERNATIONAL AND INTERNATIONAL ACTIVITY

ARTICLE .21: HELP AND COOPERATION

The Federation, in order to realize the objectives shown in the Regulations, similar associations, federations and confederations, workers 'and employers' unions and professional etc. receive financial assistance from organizations and provide financial assistance to the institutions concerned. In accordance with the legislation in force, the federation can take part in, collaborate with and conclude joint projects with institutions and organizations, real and legal persons at home and abroad.

ITEM. 22: PLATFORMS

The Federation may establish platforms to achieve a common goal with other associations, foundations, trade unions, federations, confederations, unions and similar non-governmental organizations in areas that are related to their objectives and are not prohibited by law.

ITEM. 23: FEDERATION TERMINATION AND LIQUIDATION OF THE LEGAL PERSONALITY

When the General Assembly decides that a decision of termination is made, the liquidation of the money, property and rights of the Federation shall be made by the liquidation committee consisting of the last Board of Directors members. These transactions shall be commenced on the date on which the decision of the general assembly is terminated or the self-termination is finalized.

All transactions related to liquidation are presented in the liquidation report and the liquidation proceedings are completed within three months, excluding the additional periods given by the local administrative authorities for a just cause.

After the liquidation and decommissioning of the money, property and rights of the Federation, it is obligatory to inform the local administrative authority of the place where the federation center is located in a letter within seven days by the liquidation committee, and to include the liquidation report in this letter.

The Board of Directors members have the duty to keep the books and documents of the Federation as the board of directors. This task can also be assigned to a Board of Directors member. These books and records must be kept for five years.

ARTICLE .24: LACK OF TERMINATION

The provisions of the Associations Act, the Turkish Civil Code and the Associations Regulation and other applicable legislation on the federation shall apply for matters not specified in this by-law.
